When and how to use this letter
A consumer complaint is a formal legal document, so structure matters more than strong language. Address it to the President of the District Consumer Disputes Redressal Commission having jurisdiction where you live or where the seller operates, and keep the tone respectful throughout. State the facts in chronological order: what you bought, when, what went wrong, and what you did to resolve it before approaching the court.
Before filing, send the seller one final written demand, often called a legal notice, giving them 15 to 30 days to resolve the issue. Attach a copy of that notice to your complaint. Commissions look favourably on complainants who gave the other side a fair chance, and many disputes settle at this stage without ever reaching a hearing.
Here is the non-obvious part most first-time filers miss: there is a two-year limitation period. The clock starts from the date the problem arose, not from when you gave up negotiating. If you are close to the deadline, file first and keep negotiating later. Also check the pecuniary jurisdiction: district commissions handle smaller claims, state commissions larger ones, so confirm your claim amount fits the forum you are approaching.
File with attested photocopies of your evidence and keep every original safe. After admission, the commission issues notice to the opposite party, hears both sides, and typically decides within a few months. Many jurisdictions now allow e-filing, which saves you repeated trips to the commission's office.
