When and how to use this letter
Transfer ownership immediately after the sale, ideally within days. Until the transfer is recorded, every challan, toll violation, and legal liability attached to the vehicle stays in your name. Buyers sometimes delay for months, and sellers end up paying for offences they did not commit.
Clear all dues before visiting the transfer office: token tax, any pending challans, and outstanding fines. The office will not process the transfer with dues pending, and discovering them at the counter wastes your visit.
Both buyer and seller should attend with original CNICs, the registration book or smart card, and a sale deed or affidavit. Many regions now require biometric verification of both parties, which finally prevents the old practice of sellers signing blank transfer forms.
A non-obvious tip: never hand over the vehicle before you have the transfer receipt in hand. Once the buyer drives away with your car and delays the paperwork, you have almost no leverage. The receipt proving transfer is your shield against everything the vehicle does afterwards.
Keep copies of the transfer receipt, sale deed, and tax clearance permanently. If a challan or legal notice arrives in your name months later, these documents resolve it in a single visit. Take a photograph of the completed transfer entry in the registration book before you leave the office.
